1. Introduction Family planning services have helped some people to use contraception to regulate their fertility and lead fulfilled sexual lives, but others have rejected conventional services, referring to other sources of information and assistance, such as pharmacies, women's magazines, books, friends and anonymous telephone information services. Some have even managed by themselves. These people use alternative approaches. There is evidence that conventional family planning services discourage many people from using them. Because of the objections to conventional services and the interest of the WHO Regional Office for Europe in studying alternative forms of service development, the Sexuality and Family Planning unit of the Regional Office initiated a study of alternative approaches to the development of family planning programmes in five Member States: Federal Republic of Germany, Italy, Netherlands, Spain and the United Kingdom. Annex 1 comprises a summary of family planning services offered in 18 European countries.
